The Free State Department of Sport, Arts, Culture and Recreation (DSACR) will officially open a new library in Smithfield as part of responding to the information and educational needs of the local community. This state-of-the-art library is excellently furnished with children and adult sections, a reading area, reference section, library hall, as well as a toy library.
A computer room consisting of computers with Internet access, e-mail and word processing facilities has also been installed within the library. To honour a young fallen community activist, the Department in consultation with all relevant stakeholders and after following all legislative requirements, has reached consensus to name this new library after the late Mr. Ishmael Moketa Morapela who recently passed on.
The following services will also be provided:

- Information Services
- Services for all age groups
- Photocopy Services
- Reference Services including e-Britannica
- Sabinet Online service
- Outreach services
- Study facilities
- Toy library services
